Can a blue-tilted universe explain JWST's surprise galaxies?

JWST observed far more massive galaxies at redshift 6.5–9 than standard cosmology predicts. A blue-tilted spectrum of density perturbations (with positive running) can reconcile these observations with CMB data at 1σ confidence, requiring the spectrum to be steeper at smaller scales. This same modification naturally produces primordial black holes in the early universe, suggesting a single mechanism may underlie both the early galaxy problem and dark matter.
