Can magnetic reconnection seed cosmic rays in the early universe?

Magnetic reconnection during the universe's first structure formation can inject energetic protons into the intergalactic medium, but only at levels of 10^−7 of the total energy budget. While this seed population could modestly boost cosmic rays later when galaxy clusters form, reconnection alone cannot explain the observed cosmic-ray spectrum or generate detectable gamma-ray signals.
