Do relic neutrinos from cosmic rays survive the journey to Earth?

Ultra-high-energy cosmic rays can boost ancient relic neutrinos to detectable energies, but a detailed propagation model reveals photons block most of them en route to Earth. The relic neutrino background would need to be 100 million times denser than expected to leave any measurable trace in cosmic ray detectors or neutrino observatories.
