Who gets heard when the government asks about AI?

Researchers analyzed letters submitted to the Trump Administration's AI Action Plan consultation to see what different groups actually care about. Using topic modeling, they found individuals emphasize AI's societal risks and impact on daily life, while academia and industry focus on development and security. The resulting policy document heavily reflects private sector concerns—security, policies, and innovation—while sidelining ordinary people's worries. They released their corpus-cleaning pipeline and dataset.
